ShipLinx Implementation will check if the WS address was 4.5 or not, if it wasnt it would try to update the registry and restart. If it doesnt have the permissions to update it, itll just do an infinite loop and say "Update has occurred. Please restart ShipLinx" each time.
Fix: Update registry and change RateLinxWSAddress to http://shiplinx.shipsource.com/ratelinxwebservice4.5/ratelinx.asmx
